Ensuring an emergency care workforce with the right numbers, skills and behaviours is a strategic priority for Health Education England. The National Urgent and Emergency Care Programme (UECare) incorporating Paramedic Workforce and Advanced Clinical Practice team are working in partnership with the Royal College of Emergency Medicine (RCEM) and other stakeholders to increase the number of trainees, consultants and multi-professional staff in emergency departments.
The National Urgent and Emergency Care Programme (UECare) was established in April 2018 bringing together existing workstreams including Securing the future of the emergency department workforce, Paramedic workforce and Advanced Clinical Practice (ACP). ACP is now part of the AHP Cluster.
UECare work collaboratively with HEE National teams in Primary Care, Mental Health and Public Health, with royal colleges and other stakeholders and with NHS England and NHS Improvement.
London Emergency Practitioner Framework now available
This framework equips those wanting to develop an Urgent Treatment Centre service with the necessary information to develop the Emergency Practitioner workforce within an Urgent and Emergency Care setting. It outlines the training and competencies required at the various levels of practice and is designed as a tool for multi-professional groups to guide, measure and track their development.
London Paediatrics in UEC Learning resource available
This is a paediatric-focused educational resource tailored towards the urgent care workforce. The document covers both clinical and non-clinical presentations that practitioners working with children and young people may come across in practice.
It aims to provide a selection of learning resources that are currently available to assist the UEC workforce in developing their confidence in treating children and young people, within community, urgent care and pre-hospital settings.
Project overview
The Urgent and Emergency Care Review is being led by Keith Willett, National Director for Acute Episodes of Care, NHS England, on behalf of Sir Bruce Keogh, National Medical Director, NHS England. Emergency Medicine Workforce Implementation Group is also working in partnership with NHS England and the group will offer expert advice on workforce into the review. Advanced clinical practitioners come from a range of professional backgrounds such as nursing, pharmacy, paramedics and occupational therapy. They are healthcare professionals educated to Masters level and have developed the skills and knowledge to allow them to take on expanded roles and scope of practice caring for patients.
Paramedics play a vital role across both urgent and emergency care and are increasingly becoming employed within the primary care environment.

This was a practical, interactive day to help delegates learn about interventions which are positively addressing recruitment, retention and wellbeing challenges in Urgent and Emergency healthcare. While Urgent and Emergency Healthcare faces very significant challenges, there are examples of high quality, innovative responses which are really making a difference. The event gave the opportunity for delegates to network, discuss and hear from teams involved in delivery. Keynote speakers included: Dr Katherine Henderson, President of RCEM; Sarah Gorton, UNISON Health Group and Patrick Mitchell, Director of Innovation and Transformation at HEE.

A poster competition was held which gave delegates an opportunity to share information about their projects and programs within the UEC and paramedic portfolio.
