Levy transfers to Yorkshire Ambulance Trust

For the last two years, HEE’s Widening Participation and Apprenticeship Team has been working closely with Yorkshire Ambulance Service NHS Foundation Trust to source levy transfers to enable them to deliver their apprenticeship workforce plans.

The Trust provides a pathway to paramedic programmes using apprenticeships which ensure they meet their workforce needs for ambulance support workers, associate ambulance practitioners in addition to paramedics. The Trust has fully used its own levy and needed levy transfers to prevent paying co-investment costs.

So far, the HEE Levy Transfer service, managed by the Widening Participation and Apprenticeship Team, has secured almost £4 million in levy transfers for Yorkshire Ambulance Service which has saved the Trust around £200,000 in co-investment costs.

The initial levy transfer secured was £2.4 million from Morrisons Supermarkets which covered the training costs of 230 apprentices. Further large levy transfers have been secured from NHS trusts within Yorkshire who have assessed their apprenticeship levy underspend (such as Leeds Teaching Hospitals NHS Trust). These trusts have committed a large proportion of their apprenticeship levy underspend to Yorkshire Ambulance Service to support the training costs for paramedic apprentices.

Levy transfers are still needed for upcoming apprenticeships at Yorkshire Ambulance Service. As a result, we continue to work with stakeholders within Yorkshire, such as the NHS and private sector organisations, to explore the potential for further levy transfers.
