Freedom to Speak up Guardian: accessing support
65% of learners confirmed in 2022 that they knew who their Freedom to Speak Up Guardian was and how to access their support.

In 2021, nearly half of healthcare learners were unaware of their local Freedom to Speak Up Guardian (FTSUG). In response, significant work was undertaken throughout 2022/23 to promote the role. The 2022 National Education and Training Survey (NETS) showed progress, with 65% of learners reporting awareness of how to raise concerns with their FTSUG.
That progress has continued. The 2024 NETS shows this figure has now increased to 76%, reflecting sustained efforts to embed a culture of speaking up across learning environments.
The 2022 self-assessment further confirmed providers’ commitment to ensuring access to a dedicated FTSUG who actively promotes organisational processes for raising concerns.
"Speak Up, Listen Up, Follow Up" is a national e-learning package aimed at everyone working in healthcare. Split into three modules, it provides a consistent explanation of what speaking up is and why it matters, helping to build environments where learners and staff feel safe and supported to speak out.
